<b></b>Some time ago, a friend and I spent a day clearing knee-deep rotting leaves
from the parapet gutters of St Botolph’s. Aldersgate, in the City
of London. The churchwardens had done nothing to clear the gutters for
five years, as a result of the long-threatened redundancy of the church.
Our work was, unfortunately, in vain.</div>
<div style="text-align: justify;">
<br /></div>
<div style="text-align: justify;">
The leaves had caused rainwater to overtop the guttering and penetrate
the building, causing an outbreak of dry rot which has cost £500,000
to repair. It might all have been prevented by regular attention from
one man with a brush and a bucket, costing about £200 a year. </div>
<div style="text-align: justify;">
</div>
<div style="text-align: justify;">
This demonstration of the combined power of leaves and rain to ruin our
heritage made me question why I – and most of building conservation
movement in Britain – had become preoccupied by heroic, last-minute
rescues of historic buildings, from extreme dilapidation brought on by
lack of even the most basic care. For every building at risk triumphantly
saved with huge amounts of scarce public money, hundreds more are getting
on quietly with the businesses of rotting away, often unnoticed. Why,
I asked myself, did the movement not see, and act upon, this paradox? </div>
<div style="text-align: justify;">

Further surprises greeted my inquiries. Ruskin had realised this nearly
150 years ago, and Morris a generation later. As Ruskin put it in 1849
(speaking of Rouen Cathedral):</div>
<div style="text-align: justify;">

<div style="text-align: justify;">
"The principle of modern times.....is to neglect buildings first
and to restore them afterwards. Take proper care of your monuments and
you will not need to restore them. A few sheets of lead put in time upon
the roof, a few dead leaves and sticks swept in time out of a water course,
will save both roof and wall from ruin. Watch an old building with an
anxious care; guard it as best you may, and at any cost, from every influence
of dilapidation"</div>
<div style="text-align: justify;">

<div style="text-align: justify;">
In this article, I want to set out why I believe we must put preventive
maintenance back at the centre of our strategy, if the condition of the
nation’s historic buildings is not to go into relentless decline,
from which we will never have the resources to rescue more than a fraction
of them.</div>
<div style="text-align: justify;">

<b>What Maintenance is</b></div>
<div style="text-align: justify;">
<br /></div>
<div style="text-align: justify;">
Clearly, maintenance is not a complete substitute for repairs, and like
anything else, if done badly, it can cause problems. Some elements - particularly
roofs and rainwater goods - have a lifespan and need periodic renewal.
The role of maintenance is therefore to keep the elements of a historic
building functioning for as long as practicable, thereby preserving materials,
craftsmanship and character, while minimising both risk and cost.<br />

<b>Why we don’t Maintain our Buildings</b></div>
<div style="text-align: justify;">

<div style="text-align: justify;">
First of all, it is not just our historic buildings we as a society neglect.
We neglect them all: schools, theatres, hospitals, public housing - the
lot. And it is not just the UK – it is the same virtually everywhere
else, with one significant exception to which I will return. </div>
<div style="text-align: justify;">
<br /></div>
<div style="text-align: justify;">
We are surrounded by many things – from childhood inoculations
to MoT tests for cars – which experience has shown to be good long-term
investments in preventing bigger problems later. But for buildings –
even historic buildings – there are few such influences. </div>
<div style="text-align: justify;">
<br /></div>
<div style="text-align: justify;">
Recent research into attitudes towards repair and maintenance has shown
that only a tiny fraction of private owners take a long-term view of the
needs of their properties. They spend money on cosmetic rather than priority
needs, as the mood takes them, and get their advice, if any, from informal
contacts in the building trade. Building surveyors are regarded as poor
value for money, producing reports so hedged about with exclusions as
to be virtually useless. It is in this environment that neglect thrives,
prompting the obvious question – what are the institutions of building
conservation doing about it?</div>
<div style="text-align: justify;">

<div style="text-align: justify;">
<b>The Role of Maintenance in Conservation Strategy</b></div>
<div style="text-align: justify;">
<br /></div>
<div style="text-align: justify;">
Central Government – DETR and DCMS – at least make the right
noises in PPG15:</div>
<div style="text-align: justify;">
"Regular maintenance and repair are the key to the preservation
of historic buildings. Modest expenditure on repairs keeps a building
weathertight, and routine maintenance (especially roof repairs and the
regular clearance of gutters and downpipes) can prevent much more expensive
work becoming necessary at a later date..regular inspection is invaluable."
</div>
<div style="text-align: justify;">
So what happens to these fine words in practice?</div>
<div style="text-align: justify;">

<div style="text-align: justify;">
<b>English Heritage</b></div>
<div style="text-align: justify;">
<br /></div>
<div style="text-align: justify;">
English Heritage imposes maintenance conditions on its grants, but refuses
to grant-aid it, as Parliament empowered it to do. This has been its policy,
and that of its predecessors, since 1955. This was helpfully explained
to me by Oliver Pearcy of EH, in 1995, as follows:</div>
<div style="text-align: justify;">

<div style="text-align: justify;">
1. owners are unlikely to take up grants because, if they cannot be bothered
to spend any of their own money on maintenance, thereby decreasing the
value of the building, it is unlikely that they will be swayed by an offer
of grant aid which will inevitably be smaller still;</div>
<div style="text-align: justify;">
<br /></div>
<div style="text-align: justify;">
2. diverting funds into maintenance to avoid buildings becoming at risk
in the future would be at the expense of buildings that are at risk now
and will be lost without grant aid for repairs; </div>
<div style="text-align: justify;">
</div>
<div style="text-align: justify;">
3. complete neglect may be less damaging than enthusiastic do-it-yourself
or "improvements" such as plastic windows; and </div>
<div style="text-align: justify;">
<br /></div>
<div style="text-align: justify;">
4. "maintenance schemes for buildings at risk might well delay achievement
of satisfactory long term solutions through the identification of an appropriate
new use and owner coupled with full repair".</div>
<div style="text-align: justify;">
I find none of these convincing. Because some owners bodge their buildings,
none should be encouraged, still less given grants, to prevent the decay
of the nation’s heritage, by well-informed maintenance, to the long-term
benefit of the heritage, their bank balances, and EH’s hard-pressed
grant budgets. </div>
<div style="text-align: justify;">

<div style="text-align: justify;">
The final reason is important. I am astonished how much energy goes into
the search for the elusive "final solution", while the building
itself is left to rot. The resulting decay may render the search for a
new use completely pointless. Why not extend our options by "mothballing"
problem buildings until economic conditions improve and sympathetic owners
appear? </div>

Have things changed with EH’s glossy new buildings at risk initiative?
Sadly, I doubt it. Clearer priorities and more grants, certainly –
but as before, for repairs notices, acquisition and rescues, not prevention.
Apparently Ruskin and Morris got it all wrong. </div>
<div style="text-align: justify;">

<div style="text-align: justify;">
The Heritage Lottery Fund, fortunately, seems to have maintenance firmly
on its agenda. Its recent strategy document makes it clear that local
initiatives to carry out preventive maintenance will be viewed favourably
by HLF, and moves are afoot to follow this up.<br />
</div>
<div style="text-align: justify;">
<b>Other Organisations</b></div>
<div style="text-align: justify;">
<br /></div>
<div style="text-align: justify;">
Other building conservation bodies subtly reinforce the repair-led culture
of the movement. They fund and give awards to glamorous and expensive
rescues, conversions and final solutions, not maintenance. </div>
<div style="text-align: justify;">
<br /></div>
<div style="text-align: justify;">
The Architectural Heritage Fund, for example, is endowed with some £11M
of largely public money, regularly topped up with more, and lends money
to charities to purchase and repair historic buildings - but only as long
as the project involves a new owner or a new use. Charities or congregations
struggling to maintain their buildings in their original use are ineligible.
Is it a surprise that BPTs have always focussed on major repair projects,
have few sources of funds for anything else, and hence contribute little
to solving the problem, when the AHF’s vast resources are available
only for heroic last-minute rescues?</div>
<div style="text-align: justify;">

<div style="text-align: justify;">
There are honourable exceptions. SPAB has kept the candle
burning for everyday care for over 100 years. It organises courses for
owners and publishes literature, and another charity "Upkeep" aims to
educate the public in appropriate repair and maintenance techniques of
all buildings. </div>
<div style="text-align: justify;">

<div style="text-align: justify;">
Kent BPT has been experimenting with volunteer maintenance teams, which
visit buildings principally to remotivate existing owners towards taking
appropriate care measures. Apparently sane adults will spend a day clearing
gutters and rodding drains on church roofs, if properly motivated and
trained, and at almost nil cost!</div>
<div style="text-align: justify;">

<div style="text-align: justify;">
The Church of England’s quinquennial inspections, and Council for
the Care of Churches are examples of good, long-term thinking. Sadly,
although the quinquennial system can work well, its main focus is on repairs
rather than maintenance, which is often skimped or ignored, causing the
need for further repairs, as it did at St Botolph’s. What the Church
needs is more people to wield the ladders and drain rods.</div>

Local authorities largely follow the EH model and grant-aid repairs rather
than maintenance. But the Oxford conference on Buildings at Risk on 22nd
May heard from a number of authorities quietly carrying out maintenance-led
initiatives. One district carried out a free survey of all its Grade 1
and 2* buildings every five years. Another organised routine gutter-clearance
operations, and a third repaired the rainwater goods of town centre buildings
as part of street-repaving works. Sadly, these are isolated examples.</div>

What about the professions? It is clear that they are part of the problem.
Large repair budgets and daring, complex rescue projects provide glamorous
work for large numbers of professional people, but they have entirely
failed to dispel the fears that discourage many owners from getting timely
advice. </div>

<b>An Alternative Strategy</b></div>
<div style="text-align: justify;">
The time has surely come for a decisive switch in strategy. We cannot
go on spending huge sums on repairs while doing nothing to avoid or reduce
the need for them. How, then, should we go about it?</div>
<div style="text-align: justify;">
First, I believe local authorities already have plenty of ideas for tackling
the problem at a local level, using surveys, publicity and grants. A little
thought- a conference or two – and whole range of "best practice"
activities could spring up. They could even start with preventive maintenance

Perhaps the most exciting possibility, however, is the creation of specialised
professional maintenance teams along the lines of the Dutch "Monumentenwacht". </div>

This charity operates 45 teams of dedicated maintenance workers, who
tour the country’s historic buildings carrying out agreed maintenance
plans and immediate temporary repairs, advising owners on any further

A seminar in Bath on 9th October 1998 organised by the University of
the West of England and the Bath Preservation Trust heard the Director

Malacca on the Unesco World Heritage Site List. A question worth asking
now is, how has the listing impacted the local economy, surrounding area
and community?</i><br />

The most obvious place to start when assessing the impact that the
Unesco World Heritage Site (WHS) listing has had on George Town over the
last four years is to look at the change in the number and type of
tourists visiting sites in the city. We decided to visit representatives
from a few sites to ask for their views.<i> </i><br />
<div style="text-align: justify;">

Khoo Kongsi is a very popular tourist site in George Town, prized for
its beautiful and highly ornamented architecture as a Chinese clan
house. Its representative, Cheah, commented that in general, the WHS
listing had had little impact on its annual number of visitors.<br />

<div style="text-align: justify;">
“The flow of visitors has been fairly consistent at around 6,000
visitors during non-peak months, and around 9,000 visitors during peak
months.”</div>
<div style="text-align: justify;">

<div style="text-align: justify;">
He also noted that Khoo Kongsi experienced an annual visitor increase of
15% even prior to the listing, and there was no noticeable or
significant change since the listing.</div>
<div style="text-align: justify;">

<div style="text-align: justify;">
The Pinang Peranakan Mansion provided a different take. The mansion was
restored and opened to the public in 2004 but it only received greater
attention in recent years. According to administrative officer Raymond
Yeoh, the number of tourists nearly doubled after the WHS listing in
2008.</div>
<div style="text-align: justify;">

<div style="text-align: justify;">
Chin Poh Chin, the president of the Penang Tourist Guides Association
(PTGA), posited that the reason for the increase could be attributed to
the fact that Peranakan culture is unique to Penang. She finds that
tourists these days are knowledgeable and do a lot of research prior to
coming to a country to visit.</div>

<div style="text-align: justify;">
Considering Chin’s opinion, it can therefore be inferred that some
tourists prefer to visit tourist sites that are unique to the country.
The data, too, supports such a view, indicating that there has been a
significant increase in tourists from China, Singapore and Indonesia
from 2006 to 2011 (see table).</div>

While it is possible that the listing had some influence on the rise in
tourist arrivals, Yeoh pointed out that the increase could also be
attributed to another factor: the recent drama productions centred on
Peranakan culture. He gestured to the banners that were strategically
placed at the main entrance of the mansion. Hit drama productions such
as the awardwinning film “Road to Dawn” (夜明) (2007), “Little Nyonya”
(小娘惹) (2008) and “The Iron Lady” (女頭家) (2009) were produced on the site
itself.</div>

The mansion has also attracted attention from international media such
as the Amazing Race and the BBC. Hence, there is a possibility that
tourists were also intrigued and visited these sites for this reason.</div>

<div style="text-align: justify;">
A serious weakness in the finding is the dearth of substantive data
about the demographics of those who visit tourist sites. This is largely
due to the fact that data tabulation at tourist sites is only kept
through ticketing sales. As such, more surveys need to be conducted to
see where visitors come from.</div>

What’s more, many of the other prominent sites in George Town lack
significant data primarily because the management does not keep tabs on
tourist flow. They do not charge or issue tickets and, as such, it is
difficult to keep track of the volume of daily visitors. Hence, not only
is it difficult to analyse where these tourists are coming from, it is
equally difficult to ascertain the increase in number of tourists since
the heritage listing in 2008.</div>

<b>Spillover effects</b></div>
<div style="text-align: justify;">

Another way to study the impact of the listing is to look at spillover
effects on the surrounding area. One need not look far to see the
dramatic change in the local economy at large.</div>
<div style="text-align: justify;">

<div style="text-align: justify;">
The more obvious change is the escalating prices of pre-war houses.
The cost of some of these has already reached RM2,000 per square foot <a href="http://penangmonthly.com/the-mixed-impact-of-heritage-listing/#ftn1b" name="ftn1a">[1]</a>, prices that are associated with high-end luxury condominiums in the heart of Kuala Lumpur.</div>
<div style="text-align: justify;">
A number of these pre-war buildings have been refurbished and
restored to their former glory. To date, George Town has seen
approximately 70 pre-war buildings being restored, with 428 more
restoration applications that have been sent to the MPPP <a href="http://penangmonthly.com/the-mixed-impact-of-heritage-listing/#ftn2b" name="ftn2a">[2]</a>. Many of them have been restored and revamped into boutique hotels and food & beverage outlets.</div>

George Town has seen no fewer than 12 boutique hotels set up in the
core zone since the Unesco listing, and will see an additional three
hotels opening in the coming months <a href="http://penangmonthly.com/the-mixed-impact-of-heritage-listing/#ftn3b" name="ftn3a">[3]</a>.
A number of owners have cited “the rising heritage trend” as a big
influence for starting up their respective hotels, but did not cite the
Unesco listing in particular as their primary reason for doing so.</div>
<div style="text-align: justify;">

<div style="text-align: justify;">
For the Cheong Fatt Tze Boutique Homestay, which began operations
much earlier than the heritage listing, owner Loh-Lim Lin Lee noted that
there was a significant change in the number of tourists who visited
the heritage hotel after George Town was awarded the listing in 2008.</div>
<div style="text-align: justify;">

<div style="text-align: justify;">
“Despite the increase in tourists and since Cheong Fatt Tze Mansion
is a heritage hotel, the listing did not change the type of tourists who
are cultural travellers.”</div>
<div style="text-align: justify;">

However, it is not looking well for all parties. Teoh from Cosmorama
Sports Equipment and Stationery provided a different view on the
skyrocketing property price and the heritage trend.</div>
<div style="text-align: justify;">

<div style="text-align: justify;">
“People have been moving away because the rent is too high. A lot of
shops have to close. I see fewer customers now. A lot of people are
moving away because of the heritage status. Nobody will be coming back
again.”</div>
<div style="text-align: justify;">

In addition to those sentiments, some fear the rise of
pseudo-heritage preservation in light of the new restoration projects.
This is largely because the new restoration projects may or may not
preserve the traditional trades and cultures of doing business.</div>

<b>Room for improvement</b></div>
<div style="text-align: justify;">

Even though it has been four years since the listing, PTGA’s Chin feels
that the local community has not been engaged enough. “Very frankly, I
think the only benefit to George Town is the increase in property
prices. And even then, it does not benefit everyone.</div>

“You can talk to the locals. Yes, they understand that there is some
heritage hoo-ha but beyond that they don’t understand the significance
of Unesco. How many people really know where the core zone and the
buffer zone actually are? There is no actual marking at the site.”</div>

To Chin, the upkeep of many tourist sites is quite poor at the
moment, possibly stemming from the fact that there is no cover charge
for the tourist destinations. As such, facilities such as public toilets
are not properly maintained.</div>

<div style="text-align: justify;">
“Some tourists even comment on why many of the sites in Penang are
free, unlike tourist sites in other countries. Tourists, especially
foreign ones, are actually very willing to pay!”</div>

<b>Conclusion</b></div>
<div style="text-align: justify;">

To echo the sentiments that Chin raised, the benefits of the WHS listing
are not very apparent, aside from the obvious rise in property prices.
It has been relatively difficult to ascertain the flow of domestic and
international tourists to specific tourist sites largely because very
few tourist sites keep tabs on the tourists.</div>

Bahagian pertama garis panduan memberi tafsiran dan maksud warisan serta perkara‐perkara yang berkaitan dengan warisan ketara, konsep dan pendekatan pemuliharaan. Pendekatan pemuliharaan dalam garis panduan ini adalah merujuk kepada Bahagian I, seksyen 2, Akta Warisan Kebangsaan 2005 (Akta 645). Bahagian pertama juga menekankan perkara dan peruntukan Akta 645 mengenai tapak warisan. Bahagian ke dua menjelaskan prinsip dan proses pemuliharaan. Ia merupakan aspek penting serta disiplin utama dalam kerja‐kerja pemuliharaan bangunan warisan. Prinsip pemuliharaan merupakan perkara‐perkara yang dibolehkan dan tidak dibolehkan, dan ia merupakan panduan‐panduan bagaimana memulihara bangunan warisan.</div>

Bahagian ke tiga menjelaskan peringkat‐peringkat dalam dokumentasi bangunan, kaedah dan komponen dokumentasi. Bahagian ke empat memberi panduan pemuliharaan bangunan warisan. Garis panduan pemuliharaan di bahagian ini menjelaskan prinsip pemuliharaan untuk bahagian dan elemen bangunan. Garis panduan ini tidak menghurai secara khusus rawatan bagi setiap kecacatan yang dialami bangunan. Oleh itu seorang pemulihara atau Konservator adalah diperlukan untuk menyediakan kaedah pemuliharaan atau tatacara yang khusus bagi setiap skop kerja pemuliharaan bangunan warisan. The Melaka World Heritage Site Management Plan identifies what is significant about the World Heritage Site, recognizes challenges and threats, and sets out policies to preserve and enhance the Site.</div>

Having a conservation management plan (CMP) is crucial as it is an important tool in caring for a very unique and diverse tangible and intangible heritage that Melaka inherits from its previous glorious years. This document provides a guide to future care and use, including facilitating any new development within the Conservation Area.<br />

Melaka Historical City Council will use the management plan to help protect the Site's special qualities and promote best practice. The Plan will enable those involved in developing the city centre to consider the protection and enhancement of the World Heritage Site at an early stage in the planning process. For everyone the plan will promote awareness of the World Heritage Site and encourage involvement in its management.</div>

Historic buildings were traditionally designed with many sustainable features that responded to climate and site. When effectively restored and reused, these features can bring about substantial energy savings. Taking into account historic building original climatic adaptations today's sustainable technology can supplement inherent sustainable features without compromising unique historic character.<br />

<b>The Hotel</b><br />
The building was redesigned by Hijjas Kasturi. Originally the hotel was three rows of double storey terraced house and shophouses. The restoration and redevelopment of Hotel Penaga has used recycled materials wherever possible. The roof tiles have been salvaged from demolished buildings in Penang. The timber for structures and floors has been sourced from demolished colonial period buildings throughout the Peninsular. The reconstructed 'antique' furniture is from southern China where old pieces are re-prefabricated.</div>

<a name='more'></a>Elsewhere, new materials are generally handmade, like the en-caustic cement patterned floor tiles from Vietnam and Indonesia, where they still use 80 year old presses and techniques. Carpets are either handmade bamboo mats from east Malaysia, patchwork <i>kilims</i> from Turkey, patchwork cow skin or <i>sisal</i> from India. </div>

The garden is planted with mostly indigenous Malaysian species, and planting is designed to reduce heat and glare, increase soil permeability and provide as much greenery as the space would accommodate. The swimming pool is salt water to reduce chemical use.</div>

Water is heated using a combination of Solarmate MMS60 solar panels (transfer only) and Seers Hybrid Hot Water System (Hutton). This is a new Malaysian product that activates heat exchange from the immediate environment to heat water. There are five heaters. Clarke uses standard coil heater tanks.</div>

The are 99 solar photovoltaic panels that can generate a total output of 20.79kWp that is sold back to the national grid. Wherever possible, lighting is from LED bulbs to reduce demand and rooms are served by a system that automatically cuts off power if guests are not on the premises.</div>

<u><b>1) Pemeliharaan (Preservation)</b></u><br />
• Memberhentikan kemerosotan lanjut, reput atau keadaan usang dan menyediakan struktur yang selamat dan kukuh tetapi tidak menjangkakan pembangunan semula yang penting dan termasuklah:<br />
a) teknik membantutkan atau memperlahankan proses kemerosotan, reput atau keadaan usang sesuatu butiran atau struktur.<br />
b) pembaikan keadaan struktur untuk menjadikan sesuatu struktur selamat, boleh didiami, atau selainnya berguna.<br />
c) penyenggaraan biasa dan pembaikan kecil yang tidak mengubah atau memudaratkan rupa fabrik atau sejarah sesuatu struktur.<br />
(Akta Warisan Kebangsaan 2005, 2006, p.15).<br />
<br />
<u><b>2) Pembaikpulihan (Restoration)</b></u><br />
• Proses memulihkan secara tepat, rupa bentuk dan perincian suatu struktur atau sebahagian daripada suatu struktur serta kedudukan struktur, sebagaimana yang didapati pada suatu tempoh masa, dengan mengalihkan kerja yang terkemudian dan menggantikan kerja asal yang hilang.<br />
(Akta Warisan Kebangsaan 2005, 2006, p.14).<br />

<u><b>3) Pembinaan Semula (Reconstruction)</b></u><br />
• Proses menghasilkan semula secara tepat melalui suatu pembinaan baru, rupa bentuk dan perincian suatu struktur yang telah hilang, atau sebahagian daripada struktur.<br />
(Akta Warisan Kebangsaan 2005, 2006, p.14).<br />
<br />
<b><u>4) Pemulihan(Rehabilitation)</u></b><br />
• Proses mengembalikan sesuatu harta kepada keadaan kebergunaan melalui pembaikan atau pengubahan, yang memungkinkan pengunaan semasa yang efisien sambil memelihara bahagian dan ciri harta yang penting kepada senibina bersejarahnya.<br />
(Akta Warisan Kebangsaan 2005, 2006, p.15).<br />
<br />
<u><b>5) Penyesuaian(Adaptation)</b></u><br />
• Tiada definasi khusus merujuk kepada proses penyesuaian. Hanya menyatakan proses ini terkandung di dalam pemuliharaan. (Akta Warisan Kebangsaan 2005, 2006, p.15).<br />
• Adaptasi/Penyesuaian bermaksud memodifikasi sebuah tempat untuk disesuaikan dengan pemanfaatkan asal atau yang diusulkan. (The Burra Charter, 1999, p.2).<br />
<br />
<u><b>Prinsip Asas Pemuliharaan</b></u><br />
• Keaslian dari segi senibina.<br />
• Keaslian bahan-bahan binaan.<br />
• Keaslian pembinaan dan penciptanya.<br />
• Keaslian teknik sama ada pemasangan atau pembuatannya.<br />
(Paiman Keromo, 2006).<br />
<br />
<u><b>Kejayaan Kepada Prinsip Asas Pemuliharaan</b></u><br />
• Prinsip meminimakan gangguan seperti membaikpulih hanya struktur dan fabrik bangunan bersejarah yang rosak sahaja manakala yang masih elok perlulah dikekalkan keasliannya.<br />
• Prinsip menjalankan kajian saintifik dan ujian makmal bagi mengenalpasti kandungan dan sifat bahan binaan serta tahap kerosakkannya. Keputusan kajian saintifik dan ujian makmal dapat dijadikan bukti sokongan dalam membuat sebarang keputusan terhadap kerja pemuliharaan.<br />
• Prinsip mendokumentasikan kerja pemuliharaan menjadi amalan penting kerana dapat digunakan sebagai bahan rujukan terhadap kerja-kerja penyelenggaraan bangunan bersejarah pada mada depan.<br />
• Prinsip mengaplikasikan kaedah pemuliharaan yang digunakan semasa kerja pemuliharaan tidak akan mendatangkan masalah kepada bangunan bersejarah yang dipulihara.<br />

<br />
<u><b>Etika dalam Pemuliharaan</b></u><br />
Etika amat penting dipatuhi. Tanpa etika dikhuatiri kerja pemuliharaan akan mengalami kegagalan dari segi prinsipnya.<br />
(Bell, 1997,& Caple, 2000).<br />
• Keadaan bangunan bersejarah hendaklah direkodkan sebelum sebarang kerja pemuliharaan dijalankan.<br />
• Sebarang bukti sejarah tidak boleh dimusnahkan, dipalsukan atau dialihkan.<br />
• Sebarang kerja pemuliharaan hendaklah seminima yang mungkin.<br />
(Fielden, 2000).<br />
<br />
<u><b>ICOMOS</b></u><br />
• Tidak dibenarkan dibuat sebarang pengubahsuaian pada susunatur atau hiasan pada sesebuah bangunan bersejarah.<br />
• Tidak dibenarkan membina, meroboh, dan mengubahsuai mana-mana bahagian bangunan bersejarah yang boleh mengubah bentuk dan warna bangunan bersejarah tersebut.<br />
• Tidak dibenarkan mengalih sebahagian atau keseluruhan bangunan bersejarah tersebut kecuali dengan tujuan melindunginya.<br />
• Bahan binaan yang digantikan pada bahagian yang hilang atau rosak hendaklah dipilih supaya mengekalkan keharmonian dentuk dan warna asal.<br />
• Sebarang penambahan yang dilakukan hendaklah tidak begitu menonjol sehingga menukarkan kepentingan asal bangunan bersejarah dan mencemarkan keharmonian alam sekitar.<br />
• Penggalian arkeologi yang sistematik hendaklah dilakukan sebelum kerja pemuliharaan ke atas tapak atau bangunan.<br />
• Sewaktu dan selepas kerja, alam sekitar turut dipelihara dan dikekalkan.<br />

diletakkan di bawah Jabatan Pengurusan Ibu Pejabat Polis Bukit Aman bagi
menyelesaikan segala masalah dan keperluan mereka.<br />

Sementara itu, J.J. Raj berharap galeri tersebut akan memberi
pendedahan kepada orang ramai tentang kejadian dan wira sebenar Bukit
Kepong semasa serangan pengganas komunis yang mengorbankan 14 anggota
polis, empat isteri dan lima polis bantuan.<br />

Katanya, pengorbanan mereka tiada tolok bandingnya dan berharap
generasi muda menghayati pengorbanan dan semangat patriotisme golongan
berkenaan.<br />
Pada majlis itu, seramai 29 pesara dan waris anggota polis yang telah
meninggal dunia menerima bantuan saguhati khas RM3,000 setiap seorang
bagi mengenang jasa serta sumbangan mereka sepanjang berkhidmat dengan

protection and care of a cultural heritage or a conservation area as

Physical Conservation to Malaysian Government’s Buildings of Heritage Architecture – A Methodology to Building Facility Management.<br />

<b>2.0 Synopsis of Research / Abstract</b><br />
This research is aimed to evaluate the efficiency in physical conservation to Malaysian government’s buildings with heritage architecture. As the word “conservation” alone refers to guarding of an asset, it is undeniable that conservancy is important for the purpose of preserving a building’s historical values and local identity as well as a solution provider to government’s management of assets and facilities. For instance, the Government would be able to cut on high maintenance expenses without having to lose a building’s neither aesthetic nor historical values by conserving it.<br />
<br />
There are two objectives of this research. The first objective is to identify the type of physical conservancy required while the second objective is to analyse the conservation efficiency in the aspect of design planning. This research will identify the main elements in determining the type of conservancy which would require understanding of:<br />

i) its methodology, theory and historical values<br />
ii) new design in old setting,<br />
iii) planning procedure<br />
iv) material conservation towards traditional buildings<br />
v) conservation of finishes<br />

A sample case study will be carried out by selecting several government’s buildings in United Kingdom and Malaysia for the purpose of identifying the method for conservation of the buildings with heritage architecture. The case study will be conducted via literature review and coursework for core subject and elective offered by the university. In short, this research could deliver an idea to Building Facility Management which stresses on conserving the heritage architecture in a Malaysian Government’s building.<br />

<b>3.0 Mission of Research</b><br />
To establish the desired number of expert professionals in the physical conservation for Malaysian government’s buildings of heritage architecture, in line with JKR Strategic Framework 2007- 2010’s vision “To become a world-class service provider and centre of excellence in asset management, project management and engineering services for the development of nation’s infrastructure through creative and innovative human capital and state-of-the-art technology.”<br />

<b>5.0 Introduction</b><br />

<br />
The exclusive architecture in the historical Sultan Abdul Samad Building (built in 1897), Kuala Lumpur Train Station (built in 1911) and other historical buildings in Malaysia are proof that Malaysia is rich with buildings of historical values.<br />
<br />
Based from the inventory research on Malaysian Heritage Buildings conducted by the National Museum in 1992, there are more than 35,000 pre-colonial buildings in 265 town areas that should be conserved. As a matter of fact, rehabilitation of historical buildings is not an effort that is to be shouldered by the government alone. Instead, it should be a collective effort of each individual in the society as these buildings have invaluable aesthetic value and such exclusive architecture for inheritance of future generation.<br />
<br />
The importance of conserving the heritage buildings (according to Ahmad, 1997, Fileden, 1997) are:<br />
<br />
i) These buildings could have with them archaeological, economic, aesthetic, historical or nostalgic values.<br />
ii) They can stand as an icon or identity to the township and local culture.<br />
iii) The location of these buildings and the surrounding areas may attract the tourist, hence boosting the country’s tourism industry.<br />
iv) Historical buildings may remind us of the pre-colonial days, thus they may invoke sense of patriotism.<br />
<br />
In July 2007, the Ministry of Culture, Arts and Heritage of Malaysia had announced the 50 National Heritage Buildings among which are the government’s buildings, such as the Parliament House, National Palace, the Sultan Abdul Samad Buidling, The Cityhall complex, National KTM Train Station, the Kuala Lumpur General Post Office, the Public Works Department, Residency Building Jalan Dato’ Onn, National Mosque, the National Monument and Carcosa Seri Negara.<br />
<br />
With this announcement, it is a government’s call to provide the expertise in conserving these buildings in order to ensure each of the building’s identity, historical and architectural values are protected for future generation.<br />
<br />
<b>5.1 Definition of Conservation</b><br />
The Oxford-Fajar (2004:79) Dictionary defines conservation as preservation of the natural form or<br />
environment. Burden (2004:62) defines conservation as building management for the purpose of avoiding decay, total loss, abuse or from being abandoned. Burden also opines that building management involves recording of its history and past conservancy approach. Fielden ( (1994:3) opines that conservation is an action taken to avoid decay and it has to consider all actions that can extend the lifespan of cultural heritage and environment in order to impress those who view or use the particular building, of its artistic value. For example, the Conservation Project of the Dutch Era Shophouses located at No. 8 of Heeren Street at Melaka Heritage Zone by the Malaysian Conservation Board. The conservation work was carried out on 3 August 2001 and completed on 21 March 2005.<br />
<br />
This building double-storey shophouse has been successfully conserved while maintaining its original<br />
architectural design which proves that old buildings are conservable to lengthen its lifespan and functioning necessities. (Malaysian Conservation Board, 2006a).<br />
<br />
<b>6.0 Scope of Research</b><br />
This scope of research will focus on one of the core agenda, i.e. asset facility management which has been the main target in JKR Strategic Frameworks 2007-2010. The asset facility management is aimed for public buildings such as government offices, schools, army camps and police stations. This research will also focus on the physical conservation efficiency of government’s historical buildings.<br />

This research will focus on government’s buildings and case study on United Kingdom government’s buildings.<br />
<br />
This research is proposed to be conducted in United Kingdom as the first choice and the Australia as the second, and the discovery of the research would be used as a model to building conservation efficiency. Also, it is hoped that this research could further develop the scope of expertise in asset facility management, in line with JKR Strategic Framework 2007-2010.<br />
<br />
<b>7.0 Research Methodology</b><br />
The methodology of this research is based on 3 main aspects:<br />

i) Past literature reviews of this research. The literature review is also conducted on the core and the practice of maintenance management carried out at the public sector.<br />
ii) Case study of more modern government buildings and consistent conservation as a model to townplanning which maintains conservation efforts while preserving the cultural, economic and architectural values.<br />
iii) Understanding the lectures in the subjects offered at the university, which would be methodology of conservation, conservation in the theory and history aspect, new design in the old setting, planning procedure, material conservation of traditional buildings and conservation of finishes.<br />

<b>8.0 Justification And Significance of Research</b><br />

Generally, the government buildings and facilities in the public sector are government office premises, hospitals, schools, army camps, police stations, universities, sports complexes and etc. These premises require proper maintenance method to ensure the functionality of each of these buildings won’t be disrupted.<br />
<br />
The Deputy Prime Minister of Malaysia had given his view that the maintenance of public facilities is not up to satisfactory level. He opined that Malaysia has the “first world infrastructure but third world mentality”. In fact, the government would be seen as wasting the nation’s money for providing the most advanced infrastructure but fails to also provide proper maintenance.<br />
<br />
Unsatisfactory maintenance will cost the government more money for rectification and inconvenience to the public, as well as causing negative presumption of the foreign investors and tourists towards the facilities maintenance of the country. (Misnistry of Housing and Local Government, 2003).<br />
<br />
Government buildings and facilities are the nation’s assets that must be well managed. Failing to provide good maintenance to the government offices will give an impact in government’s efficiency in managing the country. Thus, it is important for all to stress on efficient facility maintenance management in the public sector as to ensure a more quality life for all.<br />
<br />
This research is imperative as the Public Works Department had stressed in its Strategic Framework 2007-2010 on the moving forward plan to be a world-class provider and centre of excellence in asset management, project management and engineering services for the development of nation’s infrastructure.<br />
<br />
The Strategic Framework has been implemented by having professionals in various expertise to fulfil the competency required such as asset management, as contained in the human capital competency development strategy plan. To better enhance this strategy plan, this research is aimed towards a more specific conservation which involves a tremendous architecture discipline that is still lacking in Public Works Department and even, the country. In short, specification in conservation is significant to establish the desired number of expert professionals and it is part of physical facility asset management involving the government’s heritage buildings.<br />

It is also hoped that this research could propose for a policy or bill of conservation towards government heritage buildings be enforced.
